The Office of Personnel Management on Wednesday unveiled the final details
of the government’s new program to attract students and recent graduates to
public service.
During a briefing with reporters, Director John Berry outlined the final
regulations regarding the Pathways Programs, an initiative that grew out of
a 2010 executive order calling on agencies to make it easier for students
and recent graduates to pursue careers in the federal government. The rules
were published in the Federal Register on Thursday and take effect July 10.
OPM will help agencies transition to the new programs this year and into
2013, said Berry.
“These new pathways will place a welcome sign on federal service for
students and recent graduates,” he said. “The aim is to enable students and
recent graduates to more effectively compete for federal service.
Over the summer, we will continue to work with federal agencies to implement
these regulations and to identify specific opportunities for students and
recent graduates.”
The Pathways Programs includes three tracks — for current students, recent
graduates and Presidential Management Fellows. Participants will be
classified under a new Schedule D within the excepted service, and each
program will honor veterans’ preference. Excepted service positions are
designed to streamline the hiring process and have different evaluation
criteria from the competitive service, in which applicants compete for jobs
under the merit system.
Berry emphasized that the tracks are designed to reach not only the current
college-age generation but also anyone who has returned to school. “They
might be recent vets using the new GI bill, moms going back to school after
raising kids, workers who’ve gone to night school, or even long-term
unemployed folks who sought out a new trade or degree,” he said.
The internship track for current students replaces the Student Career
Experience Program and the Student Temporary Program. The new initiative is
for students in high school, vocational and technical schools, and enrolled
in a university at the undergraduate or graduate level. For successful
interns to be converted into the federal civil service they have to complete
640 hours on the job. Interns demonstrating exceptional performance or
academic excellence can receive up to 320 credit hours under the program
toward the 640-hour requirement.
The recent graduates track — open to applicants who have completed a
post-high school educational program within the past two years — places
candidates in a one-year career development program with additional time for
mandatory training that must be completed before the job start date.
Veterans who were precluded from applying during the two-year period because
of military service obligations will have six years after completing their
degree to apply. Those who graduated after the date of the executive order
– Dec. 27, 2010 — will have a full two years from July 10, 2012, to apply.
The Presidential Management Fellows track is the former Presidential
Management Intern program, which offers a prestigious two-year stint in the
federal government working on various assignments at different agencies.
During Wednesday’s briefing, Berry said the goal with the PMF track was to
“repolish” the program’s credentials. He said OPM has beefed up its
candidate assessment tools to ensure it picks top fellows and has increased
training and orientation for the group. According to Berry, the government
receives about 10,000 applications annually for the PMF program and accepts
600 to 1,000 candidates. In January, OPM sent acceptance letters to hundreds
of PMF applicants by mistake in an embarrassing snafu.
The revamped intern and recent graduate pipeline, particularly the track for
recent graduates, is designed to streamline the programs and make them more
transparent. Many unions and other observers criticized the controversial
and now-defunct Federal Career Intern Program, which some agencies used to
circumvent the traditional federal hiring process.
Under FCIP, agencies could appoint individuals to two-year internships,
after which they were eligible for permanent positions. In November 2010,
the Merit Systems Protection Board ruled that FCIP violated federal
veterans’ preference laws.
Colleen Kelley, president of the National Treasury Employees Union, praised
OPM for incorporating some of NTEU’s recommendations into the final rules,
but she also expressed concerns over implementation. “As in the FCIP, the
final Pathways regulations fail to limit either the number of employees who
may be hired under the programs or the types of positions that can be
filled,” Kelley said. “These glaring omissions endanger the competitive
hiring system that has served the nation so well for so long.” Kelley said
the union is still evaluating the regulations, released on Thursday.
During Wednesday’s briefing, Berry said OPM is making sure vets get priority
in the Pathways programs. Agencies will be required to report to OPM on the
implementation of their student and recent graduate programs.
For the initial effort, Berry expects that agencies will interview
candidates in the fall for the Pathways programs and bring successful
applicants on board within a few months through spring 2013.

Job Description Initial Project (to be completed at office located in Trussville, AL): Assist in setting up
QuickBooks including customers, vendors, bank accounts and beginning balances
Bookkeeper Essential Functions:
• Create and maintain vendor files
• Receive, review, code and pay accounts payable invoices including credit card
statements
• Enter time sheets, prepare client invoices, post client payments and notify owner of past
due accounts for proper follow up
• Communicate (both in verbal and written form) with clients and vendors, when
appropriate
• Maintain fixed asset list
• Prepare appropriate schedules and reports as requested
• Enter journal entries to record payroll transactions
{Payroll is processed by a third party payroll service company}
• Enter journal entries as needed to properly reconcile accounts
• Reconcile bank accounts (two at this time but one has no current activity)
• Organize necessary information that owner needs to send to tax accountant
Experience and Skills Required:
• Proficient with QuickBooks and Microsoft Office’s Excel
• Minimum of two years of bookkeeping experience including accounts payable, accounts receivable, payroll, general ledger and financial reports
• Ability to communicate clearly and concisely, verbally and in writing, in English
• Must be able to keep client matters strictly confidential (confidentially agreement will be
executed)
• Must have excellent interpersonal skills and customer service skills
• Must be able to maintain double sided entry books
Time Commitment: After initial projects are completed, the ongoing time commitment is estimated to be 20 to 30 hours per month (could increase to more than 30 hours a month over a period of time)

Grace House Ministries – House Parent full time (married couple)
Reports to: Clinical Director
Position Summary: Grace House Ministries is a Christian group home for girls ages 6-18 from crisis backgrounds. House Parents are responsible for providing a loving and stable family environment for every girl living at Grace House. House Parents serve as mother and father to each child, provide daily routine care and teach the girls to be respectful, well mannered and responsible. House Parents also supervise and participate in the educational, spiritual development and extracurricular activities of the children.
House parents are hired as a couple, paid separately. The Ministry pays for health and dental insurance and offers paid holidays, vacation and sick leave. House parents live on campus with the children and have two weekends off per month. During the school year, house parents have flexibility during the day while the girls are in school. Summer months are restricted to one week paid vacation leave while the girls attend an away camp.
Primary Responsibilities:
• Helps each child develop a strong Christian character and a positive self-image
• Provides a safe environment that promotes the general welfare of the children
• Implements planned wholesome, age-appropriate activities for each child
• Provides proper supervision of the children both at home and away from home
• Ensures that each child has adequate and appropriate clothing and shoes
• Protects the physical and personal privacy of each child from inappropriate actions by others
• Monitors the physical, emotional, and mental health of the children
• Teaches children to care for their personal belongings and to respect the property of others
• Teaches and monitors good hygiene practices (combing hair, brushing teeth, showering, etc.)
• Assigns weekly chores to the children, teaching them how to perform them correctly, including keeping their rooms clean and tidy at all times
• Assist residence with homework assignments
• Submits Medicaid billing in a timely manner
• Plans monthly menus and provide three balanced meals and nutritional snacks for each child daily; Submits CNPs monthly
• Schedules appointments and transports residents to medical, dental, and counseling appointments
• Responsible for medication cabinet (prescription and over the counter refills, maintain/updates medication logs, discarding expired medications)
• Administers medications as prescribed by a physician, and documents all administrations of medication
• Collaborates with the Clinical Director and Education Coordinator in the development of disciplinary procedures and behavior modification techniques; administers according to policy
• Immediately reports to the Clinical Director all injuries, accidents, and incidents that affect the physical, emotional, mental, or spiritual well-being of the children
• Observes all birthdays of the children as well as holidays, respecting the ethnic and cultural diversities of each child

Job Description:
• Develop, execute and improve component test plans and test cases of software applications, including integration, system and regression testing • Ensure that new and existing components being released are reliable and function as documented • Propose and implement QA planning, quality metrics, and process improvements to increase defect prevention, component-development efficiency, and customer-perceived quality, in a cost efficient manner • Verify problem fixes in a detailed, efficient, and timely manner through Black Box testing • Participate in customer acceptance testing of the applications Company-paid relocation is not available for this position.
